Descriptions of the DCMA 14 Point Assessment Audits are found in DCMA's Earned Value Management System Program Analysis Pamphlet 200.1 (DCMA-EA PAM 200.1) :
1. Logic (Missing Links) - This metric identifies incomplete tasks without Predecessors or Successors. DCMA considers a schedule to be passing this audit if the number of incomplete tasks without predecessors/successors is less than or equal to 5%.
2. Leads (Negative Lags) - This metric identifies the number of logic links with a lead (negative lag) in predecessor relationships for incomplete tasks. DCMA considers a schedule to be passing this audit if no (zero) dependencies in the schedule have negative lag.
3. Lags (Positive Lags) - This metric identifies the number of logic links with a lag (positive lag) in predecessor relationships for incomplete tasks. DCMA considers a schedule to be passing this audit if the number of predecessor relationships that have positive lags is less than or equal to 5%.
4. Relationship Types
a. Start-To-Finish Dependencies - This metric identifies the number of logic links with a Start-To-Finish dependency type in predecessor relationships for incomplete tasks. DCMA considers a schedule to be passing this audit if no (zero) dependencies in the schedule have a Start-To-Finish dependency type.
b. Start-To-Start or Finish to Finish Dependencies - This metric identifies the number of logic links with a Start-To-Start or Finish-To-Finish dependency type in predecessor relationships for incomplete tasks. DCMA considers a schedule to be passing this audit if the number of predecessor relationships that have a Start-To-Start or Finish-To-Finish dependency type is less than or equal to 5%.
c. Finish-To-Start Dependencies - This metric identifies the number of logic links with a Finish-To-Start dependency type in predecessor relationships for incomplete tasks. DCMA considers a schedule to be passing this audit if the number of predecessor relationships that have a Finish-To-Start dependency type is greater than or equal to 95%.
5. Hard Constraints - This metric identifies incomplete tasks using a Hard Constraint (Must Finish-On (MFO), Must-Start-On (MSO), Start-No-Later-Than (SNLT), & Finish-No-Later Than (FNLT)) DCMA considers a schedule to be passing this audit if the number of incomplete tasks with a hard constraint is equal to 0%.
6. High [Total] Float - This metric identifies incomplete tasks with total float (slack) greater than 44 working days or 2 months. DCMA considers a schedule to be passing this audit if the number of incomplete tasks with high total float is less than or equal to 5%.
7. Negative Float - This metric identifies incomplete tasks with total float (slack) less than zero. DCMA considers a schedule to be passing this audit if there are no incomplete tasks with Negative Float in the schedule.
8. High [Baseline] Duration - This metric identifies incomplete tasks with a baseline duration greater than 44 working days or 2 months. DCMA considers a schedule to be passing this audit if the number of incomplete tasks with high total float is less than or equal to 5%.
9. Invalid Dates – This metric identifies Incomplete tasks that have a forecast start/finish date prior to the IMS status date or have an actual start/finish date beyond the IMS status date. DCMA considers a schedule to be passing this audit if there are no incomplete tasks with Invalid Dates in the schedule.
10. Resources (No Work or Cost) - This metric identifies all tasks in the schedule that have durations greater than zero and have zero dollars or hours assigned. DCMA considers a schedule to be passing this audit if there are no tasks with duration and no work or cost in the schedule.
11. Missed Tasks (Late to Baseline Finish) - This metric identifies all tasks in the schedule that are currently finishing later than their baseline finish date if that baseline finish date is prior to the status date. DCMA considers a schedule to be passing this audit if the number of missed tasks is less than or equal to 5%.
12. Critical Path Test – This test will evaluate a critical or driving path in the schedule. According to DCMA, a path is passing the test if the focus task (end task) of the path is delayed in exact proportion to an amount of duration added to the first incomplete task on the path. This is a pass/fail test.
13. Critical Path Length Index (CPLI) – According to DCMA, this index is a measure of the efficiency required to complete a milestone on-time. A CPLI of 1.00 means that the program must accomplish one day’s worth of work for every day that passes. A CPLI less than 1.00 means that the program schedule is inefficient with regard to meeting the baseline date of the milestone (i.e. going to finish late). A CPLI greater than 1.00 means the program is running efficiently with regard to meeting the baseline date of the milestone (i.e. going to finish early)
14. Baseline Execution Index (BEI) – Baseline Execution Index is, up to this time now, the percentage of tasks that have hit their baseline date. It is considered to be a good indicator of the realism of program cost, resource, and schedule estimates. DCMA considers it a flag if a schedule has a BEI of less than 95%.
