Late to Baseline Finish (DCMA Point 11 - "Missed Tasks" Assessment)

SSI Tools Counts:
Complete or Incomplete Tasks (not summaries and not zero duration milestones) with a Baseline Finish date prior to the Project's Status date and the task's Current or Actual Finish date is later than the Baseline Finish.  The Pass threshold is no more than 5% of the task counted in the population.

From DCMA-EA PAM 200.1 Paragraph 4.11
A task is included in this metric if it is supposed to be completed already (baseline finish date is on or before the status date) and the actual finish date or forecast finish date (early finish date) is after the baseline finish date or the Finish Variance (Early Finish minus Baseline Finish) is greater than zero. This metric helps identify how well or poorly the schedule is meeting the baseline plan. To calculate this metric, divide the number of missed tasks by the baseline count (which does not include the number of tasks missing baseline start or finish dates). The number of missed tasks should not exceed 5%.

Missed % = (# of tasks with actual/forecast finish date past baseline date / # of tasks with baseline finish dates on or before status date) ×100
